Section 3-141-605 - Penalties
(a) A person who contracts for services in a manner the person knows to be contrary to the requirements of chapter 103F, HRS, and its administrative rules shall be liable for all costs and damages to the State arising out of the violation.
(b) A person who knowingly or intentionally contracts for or purchases health and human services under a scheme or artifice to avoid the requirements of chapter 103F, HRS, shall be referred to the attorney general for possible criminal prosecution. The person shall be subject to removal from office and shall be liable for any sum paid by the State in connection with the violation, and that sum, together with interests and costs, shall be recoverable by the State.
