Section 3-12-6 - Determinations by the comptroller(a) Any interpretation or application of these rules, consistent with law, may be made by the comptroller upon written inquiry, including inquiries regarding the classification of moneys as "special" or "non-special", or as "State" or "non-State".(b) The comptroller may grant a waiver to requirements of these rules, if adequately justified and if so requested in writing, provided, however, that the comptroller will not grant a waiver to the requirements of these rules if such waiver will amount to a waiver of a statutory requirement.[Eff.
