This chapter shall govern all proceedings brought before the department which are intended to obtain a declaratory relief of the applicability of any rule, or order of the department, or any statute the department is mandated to administer or enforce with respect to a factual situation; provided that order as used herein does not include sanctions imposed on inmates pursuant to departmental regulations.
