This chapter shall govern the practice and procedure before the board of regents of the University of Hawaii. It is the intention that this chapter shall, in part, effectuate and carry out the purposes and policies of chapters 91 and 92, HRS, and shall be construed and interpreted in the manner most favorable to secure the just, speedy, and inexpensive determination of every proceeding authorized by law.
