Section 19-170-191 - Planting(a) To preserve and enhance scenic character and to prevent environmental problems in the subdivision and the surrounding community, subdivision construction plans shall include a planting plan to be reviewed and approved by the executive officer. Planting within the street right-of-way shall be subject to approval of the executive officer and maintained by the subdivider.(b) Screen planting, landscaping, area and slope planting, shall be provided and maintained by the subdivider until the plant growth is established and as required by the executive officer. Planting shall be conducted in accordance with an approved schedule of planting.Haw. Code R. § 19-170-191
