Intersecting through streets shall determine the width and length of a block. The widths and lengths of blocks shall conform to the development plan. Where the subdivision is not covered by the development plan the widths and lengths of blocks shall be approved by the executive officer upon consultation with the traffic engineer and chief engineer.
