Section 19-170-154 - Appeals(a) The board shall hear and determine appeals from the actions of the executive officer in the administration of this subchapter. An appeal shall be sustained only if the board finds that the executive officer's action was based on an erroneous finding of a material fact, or that the -executive officer acted in an arbitrary or capricious manner or committed a manifest abuse of discretion.(b) All appeals shall comply with the provisions of this chapter.Haw.
