The department may certify on-line or Internet course curricula to qualify students for completion of a driver education student completion certificate. The curricula shall meet all requirements as established in this chapter, and in addition, include a technical description of the course, including, but not limited to, provider services and support, course design, and course security. A provider of on-line or Internet driver education courses shall put in place the appropriate procedures, measures, and controls to validate student identity during performance of the course work,
