The purpose of these rules is to provide for the rapid, orderly, and safe removal from public highways in the State of wreckage, spillage, and debris resulting from motor vehicle collisions or other means to reduce the likelihood that secondary or chain reaction collisions or other conditions hazardous to the public health and safety will occur.
