Section 19-128-1 - Purpose

The proper design, installation, placement, and coordination of traffic control devices oh public streets and highways can contribute substantially not only to the efficient movement of traffic, but also to the development of a safer environment on streets and highways.

These rules are designed to insure the application of sound traffic engineering practices and, as far as it is practicable, uniform standards in the development and installation of a coordinated system of traffic control devices in the State. These rules are also designed to provide for continuing programs for the maintenance of traffic control devices, the study of their effectiveness, and the improvement of their design, placement, and use.
