Section 19-105-8 - Specifications for installation(a) Construction of the utility facility and restoration of any disturbed existing highway facilities within the state right-of-way shall be done in accordance with all applicable sections of the "Standard Specifications for Road & Bridge Construction", dated 1976, and the "Specification for Installation of Miscellaneous Improvements within State Highways", dated April 1, 1974, highways division.(b) During the installation and maintenance of the utility facilities, adequate traffic control shall be provided in accordance with the, "Rules and Regulations Governing the Use of Traffic Control Devices at Work Sites on or Adjacent to Public Streets and Highways" of the State of Hawaii (Hawaii Administrative Rules, title 19, chapter 129) and with the Federal Highway Administration "Manual on Uniform Traffic Control Devices for Streets and Highways, Part VI - Traffic Controls for Highway Construction and Maintenance Operations".(c) Installation of private lines within the rights-of-way of state highways shall be limited to crossings only.[Eff.
