The department may rent available space for use as offices for the convenience of agents or owners of vessels, and others, at a price determined by the value of the facility. The minimum charge for office rental space shall be one-half of a full month's rental. Rental of other than wharf area shall be by negotiation for each case except where a rate is set by these rules.
