A vessel may be charged for any and all additional costs which may be incurred by the State as a result of a delay or change in the berthing schedule of the vessel or an unscheduled vessel berthing. This charge would include all time charges incurred by the State, including overtime, if applicable, plus a fifty-six per cent overhead surcharge as well as additional expenses and costs incurred.
