If ammunition or other dangerous cargo is in close proximity to or on board the ship where the welding and burning operations will be done, the captain of the port, United States Coast Guard, and all other appropriate federal and state agencies shall be notified, and an inspection shall be conducted, and if in the inspector's opinion the welding and burning operations will not involve the possibility of fire or explosion, permission may be granted to perform the work.
