All fuel burning steam generating appliances when used on any wharf under control of the department or on any scow, pile driver, or other vessel working alongside or near any wharf under control of the department shall be equipped with spark arresters satisfactory to the harbor master. At the close of each day's work all ashes, cinders, waste, or other deposits caused by such appliances upon any wharf shall be promptly removed and shall not be disposed of in or upon the waters of the harbor.
