Handling of shipments of explosives and other hazardous materials as defined in Title 49, Code of Federal Regulations, as it existed on June 1, 1993, shall be permitted only after a full compliance by shipper, carrier, and terminal operator with all applicable rules and regulations governing the packaging, marking, labeling, handling, and transporting of these articles. (See also section 19-42-104.) Failure to comply with the applicable regulations is a violation of section 19-42-15 and violators shall be subject to the penalties provided in section 19-41-12.
