These rules govern the state commercial harbors under the jurisdiction of the department, including but not limited to Honolulu, Kewalo Basin, Barbers Point, Hilo, Kawaihae, Kahului, Kaumalapau (if applicable), Kaunakakai, Nawiliwili, Port Allen, and any other harbor otherwise determined to be under the jurisdiction of the department. All private installations or construction within commercial harbor boundaries of the State shall also be under the jurisdiction of the department.
