Section 19-1-21 - Notice of proposed rulemaking(a) When upon its own motion, the department proposes to adopt, amend or repeal a rule or regulation, a notice of the proposed rulemaking action will be published at least once in a newspaper of general circulation in the State at least thirty calendar days prior to the date of the public hearing. Notice shall be mailed to all persons who make a timely request for advance notice of such rulemaking hearing.(b) A notice of the proposed adoption, amendment or repeal of a rule shall include: (1) A statement of the date, time, and place where the public hearing shall be held.(2) Reference to the authority under which the adoption, amendment, or repeal of a rule is proposed.(3) A statement of the substance of the proposed rulemaking action.[Eff 6/1/81; am and comp OCT 16 2000] (Auth: HRS § 91-2) (Imp: HRS § 91-3)
