This chapter shall govern the practice and procedure before the department of transportation. It is the intention- that this chapter shall effectuate and carry out the purposes and policies of chapter 91, Hawaii Revised Statutes, and shall be construed and interpreted in the manner most favorable to secure the just, speedy and inexpensive determination of every proceeding authorized by law.
