Section S8-10 - Signing bonus eligibility(a) A landlord or owner is eligible to receive a one-time signing bonus for each eligible unit located in a high opportunity neighborhood or area where vouchers are difficult to use that joins the authority's section 8 housing choice voucher program. (1) For the purpose of this subsection, a ''high opportunity area" and an "area located where vouchers are difficult to use" means the island of Oahu(b) A new landlord or owner shall be eligible to participate in the signing bonus incentive if an ownership change of the eligible dwelling unit occurs, provided that the new landlord or owner enters into a new HAP contract with the authority for a new one year term.
