Section 17-2036-23 - First-time homeowner requirements At commencement of homeownership assistance, the participant shall be:
(1) A first-time homeowner;(2) A cooperative member; or(3) A family of which a family member is a person with disabilities and use of the homeownership option is needed as a reasonable accommodation so that the Program is readily accessible to and usable by such person. Haw. Code R. § 17-2036-23
