For public housing conversions to long-term, project-based Section 8 voucher rental assistance contracts, including RAD, residents will have the right to establish and operate a resident organization for the purpose of addressing issues related to their living environment and be eligible for resident participation funding. Project owners must provide $25 per occupied replacement PBV dwelling unit annually for resident participation, of which at least $15 per occupied dwelling unit shall be provided to the legitimate resident organization at the property.
