If any document filed with the authority is not in substantial conformity with applicable rules of the authority, the authority may accept and file such documents and may request the filing of an amended document in conformance with the applicable rules. The mere fact of filing shall not waive any failure to comply with these rules, or any other legal requirement. If an amended document is requested by the authority, the amended document shall be effective as of the date the authority receives it.
