Households whose allotments are reduced or canceled as a result of the enactment of the rules specified in this sub-chapter, shall not be entitled to the restoration of the lost allotments at a future date. However, if there is any surplus of funds as a result of the reduction or cancellation and the Secretary determines that such a restoration is practicable, the department shall provide affected households with restored allotments as directed by FNS.
