Section 17-1739.2-2 - General provisions - purpose and objective(a) The purpose of this chapter is to establish a prospective payment reimbursement system for long-term care facilities that complies with the Social Security Act and the Code of Federal Regulations. This chapter describes principles to be followed by providers in making financial reports and describes procedures to be followed by the department in setting rates, making adjustments to those rates, and auditing cost reports.(b) Pursuant to the requirements of the Balanced Budget Act of 1997, the objective of this chapter is to establish rates for long-term care facilities in conformity with applicable State and Federal laws and regulations and include Medicaid provisions for the Rural Hospital Flexibility Program.Haw.
