As used in this chapter:
"Agency" means any office, board, or commission of the state government which is assigned to the department for administrative purposes only.
"Department" means the department of human services.
"Director" means the director or deputy directors of the department.
"Division" means a major organization segment of the department.
"Program" means a combination of resources and activities designed to achieve an objective or objectives of the department's vocational rehabilitation and services for the blind division, family and adult services division, med-QUEST division, and self sufficiency and support services division.
"Rule" shall be as defined in section 91-1, HRS.
