All licensees and permit holders shall complete and submit a renewal application together with the required fees on or before December 31 of the odd-numbered year A completed renewal application with the required fees sent by the United States mail shall be considered timely filed if the envelope bears a postmark no later than December 31 of the odd-numbered year or if filed on-line with the department by that date
