The board interprets the primary intent of the legislature in creating the contractors license board to be the protection of the public health, safety, and general welfare, in dealing with persons engaged in the construction industry, and affording to the public effective and practical protection against the incompetent, inexperienced, unlawful, and unfair practices of contractors with whom the public contracts. All rules adopted by the board shall be interpreted and construed in light of the policies set forth in this section.
