Any person whose application for a license or renewal of a license is proposed to be denied by the director, may exercise the right to notice and a hearing pursuant to chapter 16-201, administrative practice and procedure, provided that a demand for hearing is filed with the director within sixty days of the date of the letter informing the applicant of the proposed denial of the application. If no demand for a hearing is filed within sixty days of the date of the letter, the director's proposed action shall become final.
