All boxers, presenting themselves for physical examinations, weigh-ins, or appearances in the ring, shall be clean shaven and have cleanliness, both in body hygiene and state of clothing. No boxer shall present himself for physical examination, weigh-in, appearance in ring, who is obviously not in good physical condition. Failure to conform strictly to these requirements shall be grounds for denial of license or revocation of license, or fine or both.
