New applicants for licenses shall appear before the commission at the meeting their applications are to be considered. If for good and sufficient reason it is not possible for an applicant to be present at the meeting at which his application would normally be considered, the applicant shall notify the executive secretary of the circumstances and request another opportunity to come before the commissioners. Appearance waivers may be granted by the commission when circumstances are warranted.
