The commission shall suspend the license of any boxer engaging in any contest within the State or elsewhere with a champion who is under suspension for refusing to accept a challenge as aforesaid, and if such boxer has not received a license from the State, such engagement will be grounds for refusing to issue a license if subsequently applied for.
