At the time of filing his financial report, as required by these rules, the commission may require that the promoter shall deposit with the commission a sum sufficient to pay all purses and such other expenses as authorized by the commission; these expenses are to include fees for ring officials, physicians and other attendants. Against such deposited sum, checks to all parties entitled to payment shall be drawn in accordance with the amounts stipulated upon the contracts on file with the commission, or, in the case of ring officials in accordance with the amount set by the commission.
