All contestants shall be paid in full according to their contracts. No part or percentage of their remuneration may be withheld, except by order of an official of the commission, nor shall any part thereof be turned over, through arrangement with the boxer or his manager, to any matchmaker or club official. An amount equal to 10 per cent shall be withheld from the boxer's purse for any alleged violations of rules, pending final disposition by the commission.
