An application to take the examination shall be filed at least forty-five days before the examination. Examinations are regularly conducted four times a year. An application for examination shall be accompanied by the required fee which shall not be refunded. The executive secretary of the board shall determine the sufficiency of preliminary qualifications of applicants for admission to examination.
