(a) If the division denies a request for access to a personal record or denies an individual's request to correct the individual's personal record, the affected person may request a review of the decision of the division. A request for review shall be filed with the office of the director within twenty working days after the date of the division's denial, and shall explain why the person believes that the division's determination is erroneous.
