The commissioner may issue a cease and desist order, based on the grounds set forth in section 489D-26, HRS. To determine immediate and irreparable harm, insolvency, or significant dissipation of assets of the licensee, the commissioner may use any records required by law to be made, kept, or preserved by the licensee regardless of whether they have previously been made available to the commissioner.
