When the hearing has been held before the authority, the authority, as expeditiously as possible, after the close of the hearing, shall issue its final decision and order together with separate findings of fact and conclusions of law. All findings of fact, conclusions of law, final decisions and orders issued by the authority shall be based upon the whole record and supported by reliable probative and substantial evidence, including facts on which the authority properly took judicial notice.
