Unless supplemented as provided in this section, in hearings where the issue for determination is whether the authority properly denied an application for licensure, the record shall consist of only the information presented to the authority for consideration in reviewing the application. No other information regarding qualification for licensure shall be admitted unless agreed upon by all parties.
