Following acceptance of any application for filing, the director shall provide prompt and appropriate public notice of the application. Within forty-two calendar days after the issuance of a notice of acceptance for filing, the director may, in the director's discretion, hold a hearing on the application to afford the public the opportunity to submit oral or written data, views, or arguments.
