If the applicant refuses to comply with the requirements set forth in the company's tariffs prior to the establishment of service, the cable operator may cancel the application. In such a case, the cable operator shall send a notice to the applicant setting forth the basis for cancellation, together with a refund of all amounts collected from the applicant.
