All licensees and certificate holders shall [complete and] submit a completed renewal application, required fees, and original documentation of successful completion of the required continuing education hours including successful completion of the seven hour National USPAP Update Course or its equivalent on or before December 31 of the odd-numbered year. A completed renewal application with the required documents sent by United States mail shall be considered timely filed if the envelope bears a postmark no later than December 31 of the odd-numbered year.
