When the application for a service connection has been approved, such connection shall be installed by the corporation at the consumer's sole expense, and thereafter will be maintained by the corporation at its expense, except as provided otherwise herein. There shall be one meter for each service connection, unless the corporation, because of operating necessity, installs two or more meters in parallel. All service connections shall not be altered and shall only be accessed by one of the corporation's authorized employees or agents.
