The purpose of this subchapter is to set forth standards relating to development which are generally applicable to any use or site, irrespective of the land use zone in which it is located. It is the intent that where the requirements of this subchapter conflict with the planned development provisions of subchapter 4 of this chapter, the planned development provisions shall take precedence insofar as they may modify these provisions.
