These rules are adopted pursuant to chapters 91 and 92, Hawaii Revised Statutes ("HRS"), and implement chapter 206E, HRS. This chapter governs practice and procedure before the Hawaii community development authority, and shall be liberally construed to secure the just and efficient determination of every proceeding.
