All persons operating a motor vehicle on a pier or within the harbor facility must comply with any lawful order, notice, signal or direction of any county police officer, Kewalo basin security vendor, state law enforcement officer, or special police officer. When such traffic is controlled by traffic lights, signs, mechanical or electrical signals or pavement markings, such lights, signs, signals and markings on the pier or within the Kewalo Basin facility shall be obeyed unless directed otherwise by any county police officer, Kewalo basin security vendor, state law enforcement officer, or special police officer.
