No motor vehicle shall be operated or parked at the Kewalo Basin unless such vehicle is currently licensed and registered by the appropriate governmental agency and has the requisite evidence of a valid and current safety inspection. No motor vehicle shall be operated, used or parked at Kewalo Basin facility unless such motor vehicle is insured at all times under a no-fault policy which provides the coverage required by chapter 431:10C-301, Hawaii Revised Statutes.
