State statutes, the traffic code and any other applicable ordinances of the city and county of Honolulu, shall apply to the operation of motor vehicles on the parking areas, piers, and roadways of the harbor just as though the parking areas, piers, and roadways were a part of the public streets, roads or highways of the particular county involved and are incorporated by reference in these rules.
