Haw. Code R. § 15-210-26

No person shall display, post, or distribute notices or advertisements except with the prior written permission of the authority or the agent of the authority. Permission may be granted only if the notice or advertisement relates to services, goods, or facilities available within or to be available within the premises and the notices and advertisements are found by the authority or the agent of the authority to be desirable and necessary for the convenience and guidance of the public and does not interfere with the normal use of the park.
