The purpose of this chapter is to govern the use and protection of all parks under the jurisdiction, management, and operation of the Hawaii community development authority, providing passive and active, cultural, educational and commercial activities for the well-being of all who visit the area including permitted park uses. If any provision of these rules, regulations, charges, and fees for parks or the application of such is held to be invalid, the remaining portions of these rules or the application of said portions shall not be affected.
